Richard E. Stearns is an American computer scientist who, with Juris Hartmanis, coauthored the 1965 paper On the Computational Complexity of Algorithms, which introduced the time hierarchy theorem and helped found computational complexity theory as a distinct field concerned with classifying problems by how much computing time they require. Stearns and Hartmanis shared the 1993 Turing Award in recognition of that founding work.
