Victor Glushkov was a Soviet mathematician and computer scientist who founded and directed the Institute of Cybernetics in Kyiv, becoming one of the central figures in Soviet computer science and automata theory. He is best known for proposing OGAS, an ambitious nationwide computer network intended to manage the planning and operation of the entire Soviet economy in something close to real time, a project that was debated at the highest levels of Soviet government but was never fully built.
