Oscar H. Ibarra (born September 29, 1941) is a Filipino-American computer scientist prominent in automata theory, formal languages, algorithm design and computational complexity theory, who held a professorship in the Department of Computer Science at the University of California, Santa Barbara until retiring in 2011 and now serves as Distinguished Professor Emeritus there. He earlier taught at UC Berkeley and the University of Minnesota, and earned his electrical engineering degrees from the University of the Philippines and UC Berkeley, completing his PhD in 1967. Ibarra received a Guggenheim Fellowship in 1984, the Harry H. Goode Memorial Award in 2001, the Blaise Pascal Medal in 2007, and was named the most prolific author in the journal Theoretical Computer Science at its fortieth anniversary in 2015.
