Valentin Fyodorovich Turchin was a Soviet and American physicist, cybernetician and computer scientist, born in 1931 and died in 2010. He developed the Refal programming language, the theory of metasystem transitions and the notion of supercompilation. He was also a pioneer in artificial intelligence and a proponent of the global brain hypothesis. The Programming Language Database lists him as the creator of Refal in 1968, and his work links language design with the study of how complex systems evolve in stages.
